Municipalities need to invest early and before the onset of a crisis in developing innovation ecosystems (business linkages) and true collaboration between the public and private sectors. A city can only be crisis resilient if it is well prepared and uses innovative communication, collaboration and production routines.
But how can regional or municipal stakeholders and innovation system developers provide a functioning, equitable and rapidly adapting ecosystem in times of crisis? And how can existing ecosystems in cities and municipalities be used to create innovative solutions to combat the crisis and develop solutions for the post-crisis era? These issues are to be elaborated in this cluster’s working groups.
