Die Cities Development Initiative für Asien (CDIA) und die internationale Städteplattform Connective Cities in Zusammenarbeit mit der Stadtverwaltung von Naga City begrüßten Vertreter von Gemeinden aus Indien, Pakistan, Indonesien und den Philippinen sowie internationale Experten aus Deutschland und Australien zu einem Good Practice Laboratory für effektive städtische Infrastrukturplanung in Naga City und Manila, Philippinen, vom 20. - 23. November 2017.
Das Ziel des Workshops war es, den Teilnehmern die Entwicklung von Projekten durch effektive städtische Infrastrukturplanung, Programmierung und Mobilisierung von Infrastrukturinvestitionen zu ermöglichen. Der Workshop war speziell auf die Unterstützung der Planung städtischer Infrastruktur und die Ausarbeitung von Modellen für öffentlich-private Partnerschaften (ÖPP) für städtische Infrastrukturprojekte ausgerichtet.

Am Ende des Programms hatten die Teilnehmer ein gutes Verständnis von:
Wie der deutsche Experte Rainer Speer, ehemaliger Finanzminister des Landes Brandenburg, erklärte, sei die Finanzierung von städtischen Infrastrukturprojekten durch PPP-Modelle eine Option, sollte aber nicht als die Lösung aller finanziellen Beschränkungen betrachtet werden, mit denen Kommunen konfrontiert sind. Private Investoren sind risikoscheu und investieren in ein solches Projekt nur, wenn sie aufgezeigt bekommen, welche Einnahmen sicher zu erzielen sind.
CDIA hat allen teilnehmenden Gemeinden in Manila ihre besondere Anerkennung für die Vorbereitung ihrer Projekte im Rahmen einer Feier des 10. Jahrestags der Initiative ausgesprochen
