The CITIES DEVELOPMENT INITIATIVE FOR ASIA (CDIA) and the international cities platform Connective Cities in cooperation with the Municipality of Naga City, have been welcoming representatives of municipalities from India, Pakistan, Indonesia and the Philippines together with international experts from Germany and Australia to the Good Practice Laboratory for Effective Urban Infrastructure Programming in Naga City and Manila, Philippines, from 20 - 23 November 2017.
The purpose of the laboratory was to enable the participants to develop projects through effective urban infrastructure planning, programming and mobilization of infrastructure investments that contribute to sustainable development. The workshop was geared specifically towards supporting the planning of urban infrastructure and elaboration of public private partnership (PPP) models for urban infrastructure projects.

As the German expert Rainer Speer, former Minister of Finance of the State of Brandenburg explained funding of urban infrastructure projects through PPP-models is an option, but should not be seen as the solution of all financial restraints that municipalities are facing. Private investors are risk adverse and need to see a solid stream of revenues through such a project.
During the celebration of the 10th anniversary of CDIA in Manila the programme has given special recognition to all participating municipalities for the preparation of their projects.
