More than 15 years ago, the city government of Hanoi established the Hoa Lac Hi-tech Industrial Zone located in an area of about 1,600 ha in the west of the Vietnamese capital. Hoa Lac is meant to be the driving force in research and development of high technology in Vietnam. After several start-up difficulties, the relocation of the technical faculties of the University of Hanoi from the city center to the area and the completion of the infrastructural development facilitated a successful implementation of the project in 2012.
The beginnings of the project go back to the year 1997. Originally, the idea and the concept of the project in Hoa Lac were developed by Japanese planners who had worked in the context of development aid. Within the project a city of sciences is to be built. The center of the zone, the national University, is surrounded by private research institutions, national and international technology-oriented companies as well as residential buildings, business centers and recreational facilities. At completion the area provides 50.000 people with space to work and live.
Following the example of Berlin-Adlershof and the Singapore International Business Park, the science city of Hoa Lac combines and strengthens various functions in the ambit of technology and science.
Apart from the relocation of the technical faculties of the university, a technology center for start-ups was built and further areas were designated for the allocation of technology-oriented companies.
Since 2002 management, funding and implementation of this project is organized by the Vietnamese government. By the end of 2013, 70 investment projects from national and international high-tech companies covering a capital expenditure of 3 billion Euros were put into practice. Among others, the Center for Automotive Technology Research Hoa Lac and the Electronics GmbH Noble Vietnam are based in Hoa Lac Hi-Tech Park. The construction of Vietnam's Aerospace Centre began last year. The project with a total investment amount of about 600 million U.S. dollars is to be finished in 2020. Furthermore, the FPT College of the FPT group as the leading ICT company in Vietnam and the Vietnamese Center for Internet move to the site.
After a series of start-up difficulties, the project was successfully implemented from 2012 onwards with the transfer of the technical faculties of the University of Hanoi and the completion of the infrastructure connection to the city.
