Creating an integrated GIS land management system for Livingstone City Council, Zambia

Expert mission in Subsahara Africa: Livingstone City Council and the City of Munich, Germany in January 2022

On the 20th of January 2022, a virtual expert mission was held in support of the Livingstone city council’s proposed project on creating an integrated GIS land management system.  The project aims at creating a land management system that will enable the council to link existing spatial data with available attribute data. Previously, the local authority had not created an integrated GIS land management system as the available GIS system is only being used by one department thus limiting access to spatial information by the other departments. Also, a unique key or identifier has not been established to link available spatial data to the available attribute data.

Integrating the GIS land management system will include:

  • Securing instituion buy-in through a Council Resolution
  • Training of Council staff in the use of GIS and relevant software
  • Procuring hardware and software to support the land management system
  • Strengthening the local network at the Council

Livingstone presented some technical questions that were addressed by two experts from the City of Munich, Germany. Additionally, the experts provided documents that will support the City Council start strategizing on how to implement the project. The team was also advised to reconsider the project period into more realistic timelines based on the activities they need to do. The Livingstone team has attested to have benefited greatly from this session and now have a sense of direction on where they need to start.
