Planning and Implementation of Traffic Calming Measures

Expert Mission from 17 - 24 August 2018 in Belo Horizonte, Brazil

In June 2017, a dialogue event on sustainable urban mobility organised by Connective Cities took place in Bremen, Germany (find more information here). Within the framework of the dialogue event, municipal actors developed project ideas and steps towards sustainable mobility in a focused exchange of expert knowledge. In cooperation with German practitioners, representatives of the municipal traffic planning company BH Trans designed a pilot project for the city of Belo Horizonte a 30km/h zone as a traffic calming measure and saw the necessity for an expert assignment by Connective Cities, which was implemented from 17 to 24 August 2018 in Belo Horizonte.

The bicycle traffic representative of the city of Leipzig, the consultant for sustainable mobility of the city of Bremen, as well as the chairwoman of the “Allgemeiner Deutscher Fahrrad-Club” (German Bicycle Club) in the regional association Bremen travelled to Belo Horizonte for a week to formulate recommendations for the increase of traffic calming measures, to examine possible routed for the implementation of a 30km/h zone, and to convince relevant stakeholders of the project.

To reach these goals, the team of experts participated in a stakeholder workshop with 35 municipal representatives and experts from Brazil. In order to involve all stakeholders in the development process from the very beginning, representatives of civil society, the municipal administrations, the chamber of commerce and local economy were present. The workshop consisted of presentations on good practices from Brazil and Germany as well as engaged discussions on the benefits and challenges of implementing traffic calming measures.

Over the course of the workshop, potential road sections for the pilot project were inspected in order to assess the on-site technical conditions. Thereafter, the German experts aided in the development of planning measures and an analysis of local challenges and possible solutions.

An action plan was drawn up and presented to the planning director of BH Trans, followed by the identifications of possible follow-up activities. The municipal representatives from Belo Horizonte and BH Trans were recommended to cooperate with the TUMI Challenge (Transformative Urban Mobility Initiative) for the realisation of the actions plan and to implement capacity building measures.
