These 5 billion people and their basic needs (water, energy, food) must be the key factor in determining sustainable resource management policies for the future. In the continuing trend of urbanisation, the challenges involved in attaining sustainable global development all come together. It is crucial to prevent growing poverty and growing slums, to give all people access to basic services, to take preventive action against social violence, to reduce people's vulnerability to environmental disasters, and to keep the urban ecological footprint as small as possible. Cities are the driving force for social, societal and economic development. It is crucial to mobilise this potential."
