Climate-adapted urban development in Kumasi and Dortmund

Urban climate adaptation concepts and tree planting increase climate resilience

Overview

Dortmund and the Ghanaian municipality of Kumasi used a dialogue event organised by Connective Cities in September 2019 to reactivate their climate partnership, which began in 2011. They focus on the climate-adapted development of their cities and on the greening of school grounds in Kumasi.

Initial Situation

Kumasi is a fast-growing city, with the population increasing by 5.4 percent annually. In the past 30 years, almost 40 percent of the city's greenery has disappeared due to rapid urbanisation and the associated land sealing.

Therefore, Kumasi had planted almost 60,000 trees on the grounds of public schools, among other places, from 2017 to 2019 as part of the multi-sectoral project "Keep Kumasi Clean & Green". Another 60,000 trees were to follow. However, the seedlings were threatened by drought and grazing by cattle.

In 2019, a city-wide climate adaptation concept was on the municipal agenda in both Dortmund and Kumasi.

Learning Experience

From 2011 to 2013, Dortmund and Kumasi had jointly developed a climate adaptation concept for their respective city as part of the "Municipal Climate Partnerships" project. After the  contact decreased over the years, the two municipalities used the Connective Cities dialogue event "Climate Proofing Urban Development " in September 2019 in Dortmund to reactivate their cooperation. In this context, the City of Dortmund also discussed its new urban climate adaptation concept with international municipal experts.

Project Ideas

For the protection of newly planted trees on the grounds of public schools, there was an intensive exchange and proposals between Dortmund and Kumasi on irrigation and protection against animal grub.

For this purpose, three pilot schools were identified and where the future plantings and those that have already been carried out were mapped. Different tree varieties should be planted to test how well they are suited to these specific locations. The project idea also included the testing of three irrigation methods and various protective fences, some of which were electric, to keep animals away from the young trees.

Students, parents and teachers should be closely involved in the project, which is scheduled to be completed within 15 to 18 months.

Activities

At the dialogue event in September 2019, Connective Cities advised the two cities of Dortmund and Kumasi on which funding opportunities are available for their further cooperation. The team of the municipal climate partnerships of Service Agency Communities in One World (SKEW) and the Association for Agenda 21 of the State of North Rhine-Westphalia (Landesarbeitsgemeinschaft Agenda 21 NRW e.V.)  supported the partners in determining how they can shape their cooperation in the future. Shortly after the dialogue event, Dortmund and Kumasi jointly gave input at the Fourth Conference of Municipal Partnerships with Africa in Hannover.

Perspective

Kumasi and Dortmund used the Connective Cities dialogue event to intensify their cooperation again – both strategically with regard to their climate change adapted urban development and practically as part of a project to green school grounds in Kumasi.

In 2020, the two cities signed a memorandum of understanding. In the memorandum, they agreed to develop simultaneously a master plan for climate adaptation. This provides for a Peer-to-Peer process, which is intended to provide new impetus for the respective master plans and the city-wide climate adaptation concepts. In the future, the exchange between the two municipalities will also address topics such as structural change and start-up promotion.
