The Paris Climate Agreement as adopted in December 2015 set out to reduce global greenhouse emissions at a rate that would limit global temperature increase this century to a level 2.0˚C above pre-industrial levels. It went even further, laying out steps that might be taken to pursue an increase limited to 1.5˚C.

for exactly how we can achieve the goal of limiting greenhouse emissions. The transport sector accounts for nearly one-quarter of global energy-related carbon emissions. Climate action in transport is urgently needed because energy-related carbon dioxide (CO2) emissions are the main driver of climate change (Teske et. al 2019). Yet a clear-cut path to transformation, one which is backed up with ‚hard‘ numbers for policymakers around the world, remains missing. To close this gap, TUMI and the University of Technology Sydney developed a robust scenario study.

This study considers the conditions necessary to achieve these goals under three scenarios: A reference baseline study, in which no changes are implemented in terms of transport, along with a look at those changes that need to take place in order to limit warming to 1.5˚C or 2.0˚C.

Connective Cities Lab Nov 10th – 30th 2021

The Connective Cities Lab – an online programme for urban practitioners and municipal experts – created an international exchange between 85 municipalities from 57 different countries worldwide.

The “Connective Cities Lab” was designed as a complementary digital format to promote the international exchange between urban practitioners, tech enthusiasts and municipal stakeholders, that aimed to inspire the development of solutions for municipal recovery from the pandemic and to prepare participants to transfer their ideas into fundable projects.

Instead of exchange formats for sharing expertise and Good Practices, the CCLab 2021 focussed on in-depth formats – including the strengthening of existing capacities and facilitating a creative collaboration between Connective Cities Community members and global networks of innovators and data scientists.

The Capacity Strengthening Capsules were organized as preparation and knowledge base for further discussions. A total of nine challenges were initially formulated, further elaborated in a 3-day Design Thinking process and summarised in project outlines. An additional workshop provided insights on requirements in municipal funding proposals. Six of the nine digital challenges were tackled by interdisciplinary teams in a global virtual 48-hour hackathon and evaluated by a jury of experts.

The sixth Global Environment Outlook (GEO) for Cities report

GEO for Cities aims to inform, engage and support dialogue among city decision makers and other actors involved in urban issues. The GEO-6 report identified urbanization as one of five main drivers of environmental change and also looked at the impact on cities and city residents of related challenges such as climate change, biodiversity loss and pollution.

The GEO for Cities looks at these issues but also presents the types of solutions that can lead to environmentally sustainable and just cities. The GEO for Cities process is led by two co-chairs, guided by an Advisory Committee of organizations focused on urban and environment solutions (ICLEI, C40, Cities Alliance, IIED, ODI, IIHS, GCSE), has been drafted by around 20 expert authors and supported by the GEO Secretariat. The environmental and urban challenges outlined in this report require urgent and sustained attention from everyone involved in building or managing cities.

Some of the questions explored here concern the past and present. What are the urban dynamics that have resulted in environmental degradation and inequality? How can we overcome barriers to create a more sustainable future in different types of cities? How are cities affecting fresh water, land, biodiversity, the oceans and air? And how are changes in these dimensions of the environment affecting cities?

Other parts of the report address the future: What are innovative, ground-breaking visions for an environmentally sustainable and just future in cities for both people and nature? What are some of the pathways for transformative actions in cities and where can we find stories of success and hope? The report covers a wide range of environmental, social and economic issues while providing key starting points to take action and convert transformative visions into reality.

Cities Challenge: 2030 Agenda meets Urban Climate Action

What does a climate-friendly, inclusive, safe, resilient and sustainable city look like in practice? In 2019, GIZ’s CitiesChallenge 2030 ideas competition set out to showcase and support examples for this all over the world. More than 30 projects replied to the calls for application. GIZ and BMZ selected four winning projects to be Urban Living Labs:

  • In Portoviejo, Ecuador, women in a poor peri-urban settlement acted as guardians to support the vulnerable and the sick, working together with the municipal disaster management department. With the help of students and experts from universities and professional organisations, they managed to secure paths and public spaces from landslides.
  • In Jordan’s capital Amman, an NGO created microforests in high-density, precarious neighbourhoods. This triggered cross-sectoral cooperation between stakeholders, who together tested novel planting methods to improve air quality, combat heat islands and create rainwater storage.
  • In Windhoek, Namibia, slum dwellers on the outskirts of the city created a neighbourhood park that invites people to stay and play while protecting their homes from seasonal flooding. They also planned the future development of their own settlement through a participatory process, supported by the municipality.
  • In the Serbian capital Belgrade, food service operators and digital start-ups in the Serbian capital Belgrade saved food from being destroyed. Instead, they made it available to families in need while improving urban food security and reducing the burden on landfills.

These four Urban Living Labs show some of the many ways that interventions in cities bring local governments, experts, communities and entrepreneurs together. By working together with local partners, they improved the resilience and quality of life for vulnerable groups, ensured access to public services, used resources more sustainably, and promoted climate change mitigation and adaptation.

Beyond Climate

When planning and investing in infrastructure projects, innovative cities bundle together a larger set of overarching objectives in the social, economic, environmental, health and governance realms. Integrating multiple benefits in climate infrastructure projects tends to enhance their political and financial/ fiscal viability, scalability, and replicability. Identifying and planning for benefits during early project development stages increase the project’s success, both in delivering positive environment and human-centred impacts, as well as in mobilising political buy-in and connecting with finance.

This report aims to show that project preparation facilities (PPFs) can and should aid in integrating climate action with other, highly synergetic development and cooperation objectives.

Sustainable Urban Energy Planning – Road to Energy Efficient and Renewable Energy powered municipalities

Approximately 90 experts and urban practitioners from more than 30 municipalities within 9 countries of Southeast Europe, gathered to discuss major opportunities and challenges convoked by the shift towards greener energy consumption around the world. As major countries of the world come out with bod statements of reaching climate neutrality by 2050, all of us need to keep up the pace and start acting on the promised shift. The Dialogue event held during the week of 17-21 May focused on discussions of energy efficient solutions, innovative renewable energy sources as well as on getting some new insights into the EU Green Deal.

This event offered a virtual platform to discuss these challenges and supported municipalities in developing locally adapted solutions for climate challenges, specifically those related to energy efficiency and renewable energy sources.

During these 5 days of asynchronous and synchronous digital meetings participants listened to inspiring Keynote presentations from leading European scientists and shared insights with peers.

2021 State of Cities Climate Finance

The 2021 State of Cities Climate Finance Report examines the current state of urban climate investment, the barriers to reaching the needed investment levels, and the steps to overcoming these challenges. Produced by the Cities Climate Finance Leadership Alliance (the Alliance), the report contributes to the Alliance’s mission to mobilize city level climate finance at scale by 2030. The report also contributes to the Leadership for Urban Climate Investment framework initiative hosted by the Alliance, which aims to create a strong global architecture for subnational climate finance and tracking.

The COVID-19 pandemic brought unprecedented challenges for cities globally. Cities have borne the brunt of the COVID-19 pandemic, with high mortality and infection rates and staggering economic losses. Many residents have and continue to endure months of pain. Job losses, most especially among women and young people, have led to stunning increases in poverty and hunger, threatening decades of development gains.

The pandemic recovery, however, opens a once in a generation opportunity to build sustainable, clean, inclusive, green cities that are fit for an imminent, unprecedented wave of urban growth. How we design power generation, transport and buildings in cities will be decisive in getting on track to achieve the Paris Agreement and the Sustainable Development Goals.

The report delivers its findings in two parts:

  • The Landscape of Urban Climate Finance (Part 1). Authored by the Cities Climate Finance Leadership Alliance Secretariat (Climate Policy Initiative) in partnership with the Atlantic Council’s Adrienne Arsht-Rockefeller Foundation Resilience Center, Part 1 presents for the first time a comprehensive estimate of global urban climate finance. The Landscape was developed by tracking all sources of climate finance flows to urban areas and estimating urban climate investments in the buildings and transport sectors. Part 1 also presents some of the Alliance’s activities to address barriers to investment.
  • The Enabling Conditions for Urban Climate Finance (Part 2). Authored by the World Bank, Part 2 analyzes enabling frameworks and presents solutions for mobilizing climate finance for low-carbon, climate-resilient urban development pathways. It seeks to provide a common level of understanding of the terminologies, knowledge, and themes used by climate policy and climate finance practitioners, city-level urban planners, and municipal finance officials.

The Executive Summary summarizes the key findings from both Parts, including the current context for city-level climate action, estimated urban climate finance flows, the enabling conditions needed to mobilize more finance, and steps to address the urban climate investment gap.

Research of good practices on the subject of health, business, and governance at municipal level during the COVID-19 pandemic

The report aims to explore municipal initiatives and measures taken to address health, governance, and business sector challenges caused by the COVID-19 pandemic.
The report is structured as follows:
The first part reviews the methodology of country identification for further investigation of good practices at national and city level.
The second, third, and fourth parts consist of good practices in the areas of health, governance, and business during the COVID-19 pandemic, including data analysis in selected countries and a brief overview of municipal practices in response to COVID-19. Good practices were selected from low and medium income countries from Africa, Asia and Southeast Europe.
In the final section, the cities’ challenges and recommendations for Connective Cities are reviewed and conclusions regarding the research findings are also presented.

Capacity building for gender equality at the local level

Local governments and their local government associations play a large role in advancing gender equality at the local level through policy and programming. Local government associations also play a core role in awareness raising on and implementation of gender equality measures

The study aims to provide an overview and an inventory, highlighted by concrete cases, of what is happening in the field of promoting gender equality in the international work of the UCLG membership.

With this publication the CIB Working Group Secretariat explored how UCLG’s political gender strategy can be included in the many of projects and programmes. At the same time, it provides instruments and tools that will help UCLG members to implement gender strategies in their work. The brochure consist of guidelines, technical tools as well as twelve case studies, composed to demonstrate how local government development cooperation projects can concretely improve gender equality at both the local and regional level.
